Joy McClain

Joy McClain began her role as Community Services Director for the City of Tolleson in April 2006. She oversees the development and delivery of adult and senior citizen social services / programs, in addition to the acquisition and distribution of materials for the 25,000 piece public library collection.

In this position, Joy administers contracts with the Maricopa County Human Services Division, the Aqua Fria and St. Mary’s Food banks and Area Agency on Aging, Region One to ensure resources are available to all Tolleson residents requiring assistance for utility, rent, clothing, and food, weatherization and housing rehabilitation services, and referrals to other public assistance programs with the end goal of establishing self-sufficiency for all families.

She also oversees the design and implementation of social activity programs for the senior citizen center and ensures the delivery of meals to home-bound elderly residents. During her tenure, she acquired a $15,000 grant to assess the community needs and hire architects for modernizing the senior center.

Prior to her employment at the City of Tolleson, Joy worked with ArizonaSaves, a program designed to teach budgeting and long-term money management skills to encourage self-sufficiency of participants. In addition, she held positions in the community development and social services field in Kansas City, Kansas, which involved working within low and moderate-income neighborhoods on revitalization projects, housing rehabilitation, home ownership and financial management program, and displaced children and youth programs. She has also served as consultant in organizational development with for-profit companies.

Joy is a member of the West Valley Human Services Alliance Community Planning and Development subcommittee and the Maricopa County Library Council. She currently serves as Chairperson for the Library Council. She is a former member of the Home Ownership Opportunities for Women (HOW) and the Housing Counseling Collaborative of Kansas City. She earned an honorable mention from Sisters of Mercy’s Courage in Community award.

Joy earned a Masters in Public Administration with a concentration in Urban Development and Non-Profit Management from the University of Missouri – Kansas City in 1998, and a Bachelor of Arts in Psychology from University of Missouri - Columbia in 1990. She previously held Certified Housing Counselor and Certified Financial Management Counselor designations.
