Paul Gilmore

Paul Gilmore, P.E. began his position as City Engineer for the City of Tolleson in December of 2009. In this position, Paul provides direction and guidance for the planning, design and construction of the city’s infrastructure in areas such as traffic, transportation, lighting, drainage and utilities. He is further responsible for the review and approval of both public and private infrastructure improvements associated with new subdivisions and site developments within the city. Paul oversees and coordinates all of the city’s construction and capital improvement projects to ensure compliance with city code and regulatory requirements, as well as adequacy to meet Tolleson’s current and future needs. Paul’s main focus in this position is to ensure the City of Tolleson has the adequate infrastructure in place to serve the needs of the public while protecting their safety. Since 2011, in addition to his role as City Engineer, Paul has also served as the Chief Building Official for the City of Tolleson.

A registered Professional Engineer in the states of Arizona and California, Paul has more than 30 years of civil engineering and project management experience. He has been a registered engineer in Arizona since 1995. Prior to joining the City of Tolleson, Paul worked 5 years for W.C. Scoutten, a local municipal engineering firm. At W.C. Scoutten, Paul provided contract city engineering services for the cities of Tolleson, Litchfield Park, Dewey-Humboldt, Wickenburg and other municipalities throughout Arizona. Prior to working for W.C. Scoutten, Paul was a principal and part owner of ASL Consulting Engineers and then a Regional Director for Tetra Tech following their acquisition of ASL.

Paul earned two degrees – a Bachelor of Science in Civil Engineering, from the University of Nebraska in Lincoln, Nebraska and a Master of Business Administration from California Polytechnic University in Pomona, California. Paul has been a member of multiple professional organizations including the American Society of Civil Engineers, Arizona Consulting Engineers Association, National Society of Professional Engineers, Consulting Engineers and Land Surveyors of California and the American Concrete Institute. Paul’s father and both of his brothers are also professional engineers. He is happily married to his wife Theresa.
